Job Summary

The incumbent is responsible for leading a team of Treasury Specialists, not only to achieve treasury revenue targets of CMPS, but also to uphold a Trusted Advisor image of the Bank, through provision of suitable treasury solution conducted with high professionalism in all client engagement to Retail Clients and / or Relationship Managers.  The incumbent has profound domain knowledge in the sales and markets of CMPS/Treasury Products, and can resolve issues in complex business environment, to perform his/her primary duty without much guidance from Head of CMPS.

CMPS/Treasury products are defined as below:  •    FX & PCI •    Bond •    Cash Equity and ETF •    Structured Products •    Wealth Lending

RESPONSIBILITIES Strategy •    Autonomously propose CMPS/treasury products sales strategies and execution plans, both short term and medium term, within the resources limitation and policy frameworks provided by the Bank to deliver financial targets of defined product scope that fulfills the Bank’s mission and ambition in the Wealth Management space •    The CMPS product sales strategies needs to address the complexity of the entire product suite as it covers wide ranges of asset classes (FX, equity, fixed income, and the derivatives of it) and the discrepancy of sales productivities and skill proficiency across different cities / regions within Country. •    Clearly articulate and present the sales strategies and plans to gain supports from Wealth Management and Retail Banking top leaderships and align with key stakeholders, such as channel and product heads, control functions, and management teams, to from consensus and direction •    Influence and mobilize channels (Head of Affluent, RH, BM and others) and treasury sales teams to execute the promulgated sales strategy and execution plans.  Making necessary adjustments and provide backup solutions when faced with obstacles to ensure delivery of targets with tenacity •    Support Country Head of CMPS, together with CMPS Product Heads, to provide short to medium term strategic CMPS product plans that aims to provide sustainable growth momentum to Country’s CMPS and WM businesses •    Lead, develop and guide Treasury Specialist members to build Treasury Specialist team as an institution that consistently seeks and foster talents to be the next generation of leaders and has the internal drive to grow itself continuously to improve the team and community around •    Embed a risk culture within the Treasury Specialist Team with streamlined control mechanisms that supports the Bank’s strategy and philosophy for management of risk and sustainable growth  

Key Responsibilities

Business •    Lead and guide the team to develop and execute business strategies to achieve annual financial goals •    Collaborate with CMPS product heads and lead the team of Treasury Specialist to provide fair values to WM clients with the best customer experiences  •    Collaborate with CMPS product heads and lead to provide the best product specialist supports with the highest service quality to frontlines •    Establish proper control and monitoring measures to manage team performance and sales qualities •    Set and demonstrate the professionalism and service standard of Treasury Specialist team •    Build solid network with business partners of CMPS and develop close and fruitful business relationship

Processes

•    Ensure all TS related process are covered with necessary Approval and DOI •    Guarantee TS team processes and procedures, supervisory policies and standards for effective operations •    Assess and approve the feasibility and agree a solution for implementation of risk control policies  •    Responsible for executing activities within end-to-end process in accordance with design and control standards  •    Jointly and severally responsible with the Second Line for risk and control outcomes of the process and any remediation or risk treatment actions in order to remain within risk tolerance

People & Talent 

•    Manage team retention and attrition through good leadership and human management, to ensure appropriate performance recognition and reward differentiation and measures performance by reference to risk and control culture •    Identify and foster talents to enrich bench strength and to become the next generation leaders  •    Inspire people through leading by example and living the value consistently to create a culture that seeks high performance and continuous improvement with high moral standard

Risk Management

•    Responsible for identifying, assessing, monitoring, controlling and mitigating risks to TS team •    Take responsibility for team processes as defined under ORF (Operational Risk Framework) in terms of executing, completing and supervising •    Ensure the anti-money laundering (Know Your Customer), STR and further compliance risk management programmes are fully rolled out & adhered to  •    Conduct business within the parameters agreed •    Assume the responsibility that all control related issues and governance environment are pro-actively managed and raised at the appropriate forum •    Duly comply with both SCB internal policies/procedures and local regulatory requirements •    Foster strong operational risk management of the team

Skills and Experience

•    Ensure the discharge of any personal or individual statutory, legal or regulatory responsibilities that apply by reason of any registration or regulatory approval held, or by occupying this role  •    Ensure that a governance control framework and policies/ procedures in place to make teammates aware of and compliant with bank and local/international requirements and expectations in respect of AML and other applicable regulations  •    Ensure strategic execution remains within the agreed Risk Appetite and Portfolio Standards through appropriate engagement in the various committees as required •    Accountable for team risk management •    Achieve growth in a safe and well-controlled manner and on an end-to-end basis-incorporating 

Qualifications

Academic or Professional Education/Qualifications: University graduate or above  •    Licenses and Certifications/accreditations: 

  • Proficiency test for Bank Internal Control and Audit (銀行內部控制與內部稽核測驗) 
  • Banking Knowledge & Ethics (金融市場常識與職業道德) 
  • Proficiency Test for Derivatives Commodities Personnel (衍生性金融商品銷售人員資資格)
  • TRUST License

•    Regulatory training: 12 hours courses on derivatives commodities training every year •    Internal training: Group/Country Mandatory Learning  •    Languages – Fluency in English and Mandarin
