Job Description:

What's the role

The primary role is to assist the Shell Aviation Operations Team in attaining objectives and KPI in line with its main business of providing Into Plane Fuelling Services safely and delivering On Specs Product to customer both at domestic and international.

The refueling operator has the ultimate responsibility, to ensure that the fueling requirements of Shell customers at the airport are performed safely and efficiently within a minimum period of time.

Carry out all day to day tasks associated with into plane activities including visual inspection of into plane vehicles to be used for refueling, whilst ensuring Shell’s strict quality and operational regulations are fully maintained which are accordance to SAOM/SAQAM/SAMM, ACE Training Modules and other relevant manuals.

The refueling operator forms a part of the shift team, in charge of refueling aircraft, 24 hours a day throughout the year.

Organization: The Aviation Refueller reports to Aviation Supervisor and to the Country Operations Manager who reports to the Regional Operations Manager Asia.

What you'll be doing

  • Provision of Fuel: Attend aircraft in sufficient time ensure aircraft is fuelled safely and aircraft is not delayed, in accordance with the schedule/customer request.
  • Manpower planning: Using excel database, plan workload on a daily basis to ensure both scheduled and nonscheduled flights are refueled using given resources efficiently. Monitor trends in aircraft movements to ensure the shift start and finish times reflect the needs of the business. Monitor split customers to ensure volume and number of fuelling reflect peaks and troughs.
  • Shift Team Leader: In addition to the into plane refuelling role act as “Shift Team Leader” on a given period with the tasks of overseeing the ITP operations, as such in coordination with the Operations Supervisor perform and carries out the organizing, scheduling, overseeing and implementing of daily fuelling activities for customers parked at International, LCC (Domestic) & General Aviation Terminals. Reports to the Operations Supervisor for any delays or incidents that may occur during his shift period and should follow HSSE Incident Reporting guidelines. Part of his role particularly during weekends or holidays is the monitoring of Shell stocks at JOCASP storage facilities and alarms the Supervisor on Admin Support for any stocks related issues. Perform inventory of delivery tickets used during fueling into the Daily Product Movement Report (DPMR) and ensuring data inputted are correct and that any discrepancies noted shall be reported to the supervisor and corrective actions taken. Further any defects noted on the DPMR (or any tool to be used) shall be recorded and reported to the supervisor for corrective actions.
  • Customer Enquiries: Ensure all customer enquiries are met in a courteous and timely manner.
  • Liaise with NNIC : Work in support of NNIC (Police/Safety & Security Department/ Fire Brigade) in times of emergency.
  • Liaise with Tank farm: Report to Operations Supervisor for all problems relating to Hydrant system, either Mechanical, Electrical and or Fuel Quality. To secure daily JOCASP stock reports and communicate the data’s to respective team
  • Quality Control Checks: Work in accordance with quality procedures, as detailed in the ACE Modules, SAQAM / SAOM and any relevant AOTB and report any deviations immediately to the Operations Supervisor or Operations Manager.
  • Operational Procedures: Work in accordance with operational procedures, as detailed in the ACE Modules, SAOM, SAMM, SAB and/or AOTB.
  • Maintenance: Assists the Maintenance and the Quality Control Supervisor in the implementation of the quality control program. Operators shall perform minor tests such as inspection of refuelling vehicle, testing of vehicle interlocks, bonding cable continuity, monthly hose condition/pressure testing, deadman valve test, eye wash equipment test, refueller truck overfill protection test, vehicle emergency stop switches, monthly equipment audit and any other test that maybe required on the fuelling equipment. Participate in at least 1 daily/weekly/monthly/quarterly/semi annually and annual maintenance activity of Into Plane Vehicles. Report and monitor any vehicles defects and monitor its repair.
  • Training: Complete all critical and job related modules in ACE major modules and relevant OCLs with >80% score before due date. Complete Refresher trainings in a maximum of every three years. Operator shall attend training program related to the Into Plane Operations.

Primary Accountabilities:

  • Compliance with the HSSE Policy, Programs such as LSR, Goal Zero & other relevant HSSE programs that the company may implement.
  • Refuel aircraft in accordance with procedures laid down in the SAOM/SAQAM.
  • Carry out daily reconciliation of stocks on the refueller. Input the volume of uplift in the Skypad/DCS.
  • Ensure the correct reconciliation of meter readings for refuelling equipment on a daily basis.
  • Maintain and update all the records of stock & meter reconciliation book called Red Book and Skypad/DCS.
  • Report all vehicle defects, accidents, and incidents, Potential Hazards/Incidents (PI) & Near Misses (NM).
  • Liaise with JOCASP for Hydrant Defects.
  • Input Only the Correct and Accurate Daily Attendance into HR Online for Overtime incurred.
  • To perform all refueller uplift that was used during the flight for the day. In cases of month end closing to ensure that all refuellers are full as per Stock management
  • Expertise to drive all fuelling vehicles (current and future vehicles) and having equivalent license from PH government and the airport

What you'll bring

  • Competent and Skillful in operating and driving Hydrant Dispenser, Refueller and Service Vehicles.
  • Must have a driving license to operate these types of vehicles (Code: 2, 3 , 8).
  • Mastery in Refuelling an aircraft in accordance with procedures laid down in the SAOM/SAQAM.
  • Competent to operate IT equipment such as Skypad/DCS found on the fuelling equipment and program such as Shell People, & Microsoft Outlook. Able to fill out the needed information in the DPMR and Stock Management in the DCS.
  • Knowledge in the operation of a fire extinguisher.
  • Knowledge in carrying out Preventive Maintenance Works such as Inspection & Testing of Interlocks, Hoses, Bonding Cable, Deadman Valve Operation (Closing and Opening Timing), Overfill Protection Device,
  • Self-management and resource and priority planning.
  • Ability to organize and manage performance of team/others to meet targets.
  • Strong interpersonal skills to manage internal/external relationships and negotiations.
  • Strong customer/client awareness and focus.
  • Good teamwork skills and ability to work in team environment.  Ability to work under pressure and to demanding dead lines.
  • Understanding & Awareness in the SAV HSSE Program such as HSSE MS, HSSE Case, and Site HEMP.

A valid driver's license with minimum code 3 is required for the role to operate company fueling vehicles and equipment and travel to various airport terminals or customer locations inside airport.
