JOB RESPONSIBILITIES:
What You'll Do:
Establish and maintain a safe and healthy working environment for all employees, contractors, and visitors, ensuring compliance with relevant safety and health regulations (OSHA 2022, Bomba Act, UBBL 1984, CIDB, Electrical Supply Act 1990, EQA 1974, etc.).
Ensure all safety and environmental documentation is up to date, including Safety & Environmental Policy, Safe Work Procedures, Safety & Health Committee records, Permit to Work (PTW), Certificate of Fitness, Chemical & Machinery Management, Fire & Emergency Preparedness, Training & Competency, PPE Issuance & Maintenance, and Worker Welfare records.
Conduct regular worksite inspections, generate monthly safety reports, and escalate any safety concerns to field and top management, providing corrective actions and continuous improvement recommendations.
Advise and consult stakeholders, employees, contractors, and the Safety & Health Committee on Astro’s OSHE policies, safety manuals, procedures, and accident prevention programs.
Perform risk assessments, conduct site audits, near-miss/incident/injury investigations, and ensure proper follow-up, resolution, and communication.
Maintain and update the Legal Register Audit, ensuring compliance with OSHA 2022, EQA 1974, Bomba Act, and other applicable regulations.
Act as Lead Auditor for ISO 45001 & ISO 14001, managing internal audits and coordinating with certification bodies (e.g., SIRIM, AFNOR, Bureau Veritas, NIOSH) for external audits.
Assist the Safety & Health Committee in conducting their duties, such as workplace inspections, incident/accident reporting, and safety policy implementation.
Oversee Scheduled Waste Management, ensuring compliance with all relevant safety, health, and environmental regulations.
Liaise with government agencies (JKKP, DOE, NIOSH) on safety and environmental matters, including conducting HSE monitoring (e.g., Non-Ionising Radiation, Indoor Air Quality, Noise, Lighting, Stack Emissions, etc.).
Process and update HIRARC assessments, Safe Work Procedures, Permit to Work, and other safety assessment documents.
Assist and advise on the implementation of COVID-19 Risk Management & Prevention Programs, ensuring compliance with MKN, KKM, DOSH, MITI, and other relevant authorities. This also applies to future national emergencies or health crises.
Plan, execute, manage, and monitor the Emergency Response Plan (ERP), working closely with BOMBA and related agencies to ensure compliance and emergency preparedness.
Ensure all OSHE guidelines and regulations are applied across all business activities, including workplace ergonomics and hazardous waste management.
Prepare, submit, and maintain proper records for internal and external OSHE reporting and compliance tracking.
Authorisation & Accountability:
Authority to halt or reject any work/process that does not comply with OSHE-related requirements.
Accountable for the proper execution of all safety and health responsibilities in accordance with legal and corporate guidelines.
REQUIREMENTS:
Who You Are:
Diploma/Degree in Occupational Safety & Health, Environmental Science, Engineering, or a related field.
Must be a DOSH-registered Green Book Holder.
ISO 45001 & ISO 14001 Lead Auditor certification is an added advantage.
At least 5 years of experience in occupational safety, health, and environmental management.
Strong knowledge of OSHA 2022, Bomba Act, UBBL 1984, CIDB, DOE, and related Malaysian regulations.
Hands-on experience with safety audits, risk assessments (HIRARC), compliance inspections, and emergency response planning.
Excellent stakeholder management skills—must be able to advise senior leadership and collaborate with government agencies.
Strong report writing and communication skills in Bahasa Malaysia & English.
Proficiency in Microsoft Office and safety reporting tools.
