Job Summary

The role of Head, Strategic Initiatives, Financial Regulatory Reporting leads the Strategic Initiatives team, part of the Group Financial Regulatory Reporting team based in the UK reporting directly to the Global Head, Financial Regulatory Reporting (FRR). 

The FRR team is part of the Group Financial Controller’s Group Finance team and comprises the following key teams and responsibilities: •    Group Capital Regulatory Reporting (GCRR) - responsible for the control and delivery of the Group’s key prudential supervisory reporting and disclosure for Capital, Large Exposures and Leverage, including COREP and Pillar 3.  •    FRR Business Support – responsible for new product/transaction assessments and controls, represents the Group Financial Controller (the Material Risk Taker or MRT) in new product controls for capital and liquidity regulatory reporting •    FRR Quality Assurance – sitting between the first and second lines of defence, this is a new team responsible for providing assurance on the accuracy of calculations and data across Capital and Liquidity •    Regulatory Interpretations – responsible for regulatory interpretations (focus on Capital, Leverage and Large Exposures) and associated governance •    Policy ownership for the FRR Policy that governs all financial regulatory reporting in Standard Chartered, both for the Group and Countries •    Strategic Initiatives – responsible for prioritisation of the global finance investment budget for capital regulatory reporting and calculations and all local financial regulatory reporting in countries. Current focus is on Basel 3.1 compliances changes for credit risk RWA, operational risk RWA, leverage and large exposures and also remediation activities resulting from activities such as the recent s166. 

Key Responsibilities

•    Act as delegate for the Global Head, FRR in investment and change forums including the Capital Journey and the Local Regulatory Reporting Journey  •    Fulfil the role of Product Owner for key capital regulatory reporting products (e.g Basel 3.1 credit risk calculations, pillar 3 disclosures), responsible for getting requirements correct and agreed, developing implementation and test strategies and plans, and managing impacted stakeholders •    Provide regulatory reporting and calculations subject matter expertise input to change and technology teams •    Support the drafting, review and approval of business requirements for compliance changes impacting group capital regulatory reporting – in particular this will be focused on credit and operational risk RWA, leverage, large exposures and the capital output floor (FRTB is separate) •    Support testing and test strategy design for change delivery •    Lead workstreams for regulatory remediation managing analysts and developers delivering solutions and embedding them in BAU reporting •    Leadership for implementing Basel 3.1 for the Group but also providing consultative support for Standard Chartered’s major countries implementing Basel 3.1 locally, including Singapore and Hong Kong  

Skills and Experience

Change management, including budgets, implementation timelines, testing (preferably using Agile methodology) Risk &Controls, drive functional change across regulatory capital reporting policy and processes Regulatory & Compliance (Basel, UK and EU Regulatory Rules, including capital, leverage, large exposures)

Qualifications

Qualified accountant preferred (or similar professional qualification) 10+ years industry experience focusing on regulatory capital reporting and control, regulatory policy and regulatory capital projects in major UK banks (SCB peers).  Agile change management knowledge and experience preferred.
