The Treasury COO team supports the Treasury process owners and teams with pro-active non-financial risk management. This is executed through activities such as design and maintain the non-financial risk controls and annual risk and control self assessments, implementing bank wide control initiatives within Treasury, assessing ongoing non-financial risk and working to build the foundations for future growth.
As such the Manager will:
• Support the implementation of non-financial risk initiatives in Treasury. • Ensure that effective systems and operational controls are in place and adhered to. • Support the simplification and standardisation of operational processes and procedures where relevant. • Support the transition of initiatives being adopted and transitioned into BAU Support the implementation of non-financial risk initiatives in Treasury. • Support implementation of Treasury wide initiatives for non-financial risk across Model risk and Deterministic Quantitative Methods, Technology risk, Data management risk, Information Cyber Security risk, OCIR and resilience. • Work with key 2LOD and 1LOD stakeholders to ensure that the requirements are simplified, relevant and commensurate with the risk appetite of Treasury. • Communicate, train and raise aware of new requirements in Treasury, both generally and with the key GPOs and their teams. • Coordinate the gap assessments, working with the GPOs. • Develop the implementation plan in conjunction with GPOs and 2LOD. • Support and coordinate the implementation. • Ensure that effective systems and processes are implemented that will support the implementation. • Ensure adequate operational controls are in place and adhered to. • Conduct review and challenge session and assurance reviews to ensure adequate implementation of requirements. • Simplify and standardise operational processes and procedures where relevant. • implementation. • Work with GPOs and RFOs to ensure all stages of implementations are in in agreement and approved by key stakeholders.
Support the simplification and standardisation of operational processes and procedures where relevant. • As part of the implementations, partner with GPOs and other parts of Treasury COO to identify opportunities and facilitate process engineering. • Using risk management MI and insights to identify areas of priority to strengthen Treasury.
Treasury governance: • Provide regular project updates on progress.
Transition to BAU • Ensure all process changes, risk and controls are completely and accurately assessed and implemented in M7. • Ensure BAU roles & responsibilities are documented, agreed and approved. • Ensure the initiatives are adopted and transitioned into BAU.
Regulatory & Business Conduct • Display exemplary conduct and live by the Group’s Values and Code of Conduct. • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Other Responsibilities
• Experience in working with onshore teams and stakeholders. • Strong interpersonal skills with ability to network and influence decisions within the business and within infrastructure/ support teams. • Excellent communication skills, both oral and written English. • Excellent problem-solving skills • Ability to manage projects and timely delivery. • In-depth expertise in the Bank’s ERMF and Non-Financial Risk Type Frameworks, control and governance. • Model risk, Compliance risk, Operational risk, Technology risk, Data risk, Third party risk, etc. • Working experience of op risk systems. • Knowledge of Treasury business practices, methodologies, products and operational processes. • Prior work experience relating to change management or new process implementation. • Flexible and responsive nature to handle multiple initiative and changing priorities • An inquisitive “challenge the status quo” approach to existing practices and procedures. • Knowledge of SCB architecture, processes and systems is an advantage.
